Розкривається питання висвітлення сучасною вітчизняною історіографією історії українського радянського парламентаризму. Ця проблема розглядається в загальномуісторичному контексті радянської епохи, спробах проаналізувати тогочасні реалії державногобудівництва. На думку дослідників, діяльність Верховної Ради УРСР була номінальною, оскільки вона де-факто нагадувала швидше імітацію законотворення, а реальна робота зводилася до прийняття продиктованих вищим радянським керівництвом законопроектів. У цілому проблематика не отримала всебічного вивчення, оскільки з"ясовано лише окремі аспекти радянського парламентаризму: повноваження, функції Верховної Ради, відображення цих питань у конституційних актах. Переважно йдеться про літературу правознавчого характеру, історики не проявляли належного наукового інтересу до цієї теми.

Эта проблема рассматривается в общеисторическом контексте советской эпохи, попытках проанализировать тогдашние реалии государственного строительства. По мнению исследователей, деятельность Верховного Совета УССР была номинальной, поскольку он де-факто напоминал скорее имитацию законотворчества, а реальная работа с&водилась к принятию продиктованных высшим советским руководством законопроектов. В целом проблематика не получила всестороннего изучения, поскольку выяснено лишь отдельные аспекты советского парламентаризма: полномочия, функции Верховного Совета, отр&ажения этих вопросов в конституционных актах. Преимущественно речь идет о литературе правоведческого характера, историки не проявляли должного научного интереса к этой теме.
There is analyzed the coverage by modern national historiography the histor&y of Ukrainian Soviet parliamentarism. The study of the legal status, the analysis of the powers, functions and prerogatives of the Verkhovna Rada as an organ of democracy in the Soviet interpretation wasn"t the subject of comprehensive special histo&rical research. This problematic is considered only in the general historical context of the Soviet era, attempts to analyze the realities of that time state-building. The exceptions are some of the works of V. Danylenko, S. Kulchytsky, which are ded&icated to analyzes both the Soviet era and the place and role of the legislature in that time the vertical of power in Ukraine. However, some aspects of the history of development of Ukrainian parliamentarism, and its Soviet version became the subjec&t of scientific research by such professional historians and jurists as V. Goncharenko, Yu. Dreval, G. Zhuravleva, V. Zhuravsky, V. Ivanov, L. Kryvenko, V. Lytvyn, N. Makowska, L. Polyakov, A. Tkachuk, A. Trubaychuk, V. Horunzhenko, Yu. Shemshuchenko&. According to the authors, the activity of the Verkhovna Rada of the Ukrainian Socialist Soviet Republic and Ukrainian Soviet Socialist Republic was nominal, because its activity was an imitation of lawmaking de facto, but the real work reduced to a&doption the bills, which were dictated by the highest Soviet leadership. The modern national historiography accumulated a great factual material, published new documentary sources. The largest contribution to the development of the theme did the scie&ntists of the Institute of History of Ukraine; of the Institute of Political and Ethnic and National Studies of NAS of Ukraine, which published the works with systematic karakter. However, it must be noted that the issue has not been a comprehensive &study, because there is just investigated aspects of the Soviet parliamentarism: functions, powers of the Verkhovna Rada, the reflection of these issues in constitutional acts. They mainly involve jurisprudential literature, for unknown reasons, hist&orians don"t show a proper scientificinterest in this issue.
