Проаналізовано особливості організації екологічної політики та природоохоронної діяльності України й Польщі. Подано характеристику системи управління екологічною політикою двох держав. У процесі дослідження основних напрямів проведення діяльності у сфері охорони довкілля в Україні та Польщі, з"ясовано близькість розуміння основних пріоритетів діяльності державних інститутів у сфері охорони навколишнього середовища. Установлено, що окрім власної державної системи управління, у Польщі використовують прийнятий у Європейському Союзі інституційний механізм у сфері охорони навколишнього середовища, який реалізується на трьох рівнях: загальному, спеціальному та функціональному. З"ясовано, що пріоритетними завданнями міжнародної співпраці у сфері охорони довкілля є розробка та гарантування заходів двосторонньої екологічної безпеки та збереження біорізноманіття флори і фауни.
Проанализировано особенности организации экологической политики и природоохранной деятельности Украины и Польши. Изложено характеристику систем управления экологической политикой двух стран. В процессе исследования основных направлений проведения деятельности в сфере охраны окружающей среды в Украине и Польше определено сходство в понимании главных приоритетов деятельности государ&ственных институтов в сфере охраны окружающей среды. Установлено, что кроме собственной государственной системы управления в Польше также используют принятый в Европейском Союзе институционный механизм осуществления охраны окружающей среды, который о&существляют на трех уровнях: общем, специальном и функциональном. В процессе исследования установлено, что приоритетными заданиями международного сотрудничества в сфере охраны окружающей среды являются разработка и гарантирование мероприятий, обеспеч&ивающих экологическую безопасность и сохранение биоразнообразия флоры и фауны.
In current step of Ukraine development and reinforcement of EU integration the analysis of positive foreign experience of European countries, in the first instance, nei&ghbor countries, which are EU members, such as Poland, is of great importance. In this article particular qualities of environmental politics" organization and environmental preservation activities in Ukraine and Poland were analyzed. The characteris&tics of systems of controlling environmental politics in both countries are demonstrated. Similarities in understanding of basic priorities of governmental institutions in environmental preservation"s sphere were elucidated in the process of explorin&g main vectors of environmental preservation activities both in Ukraine and in Poland. The followings belong to this vectors: preservation and rational using of natural resources, protection of valuable components of environment and elements of natur&e( national parks, nature reserves, natural landmarks, estimated plant and animal species, preservation of parks, resorts and green zones in localities, protection of population"s life and health. Environmental preservation is considered as an govern&mental institutions" activity, which is directed on natural balance saving, that is needed to provide comfortable living environment and the right for using natural resources and reserving its quantitative and qualitative conditions. The analysis of &specifications of managing environmental system in Poland showed that besides its own governmental managing system country uses accepted in EU institutional mechanism in environmental reservation sphere, which is realized on three levels: general, sp&ecial and functional. In process of exploring it was clarified that the prior tasks of international collaboration in environmental reservation sheer are developed and guarantee of actions for bilateral ecological security. The main questions in Ukra&inian and Polish collaboration are: monitoring of condition of separate environmental components; decrease of boundary atmosphere pollution; providing inventory of pollution sources, control of ecologically safe manufacturing, conduction consultation&
