Transformations of the Social Aid Law in the Protestant doctrine, comparing with Catholicism, had their roots in the economic and politic situation in German lands and were tightly connected with the genesis of the modern law and state realities. Social ideas of the Reformation declared in M. Luther"s works (stripping off the aura of Christian virtue from the poverty, denying the "cursed" character of labor, new principles of granting& social aids only to those paupers, who has got in the difficult economic situation because of objective reasons) were so congruent to the realities and clear wishes of the majority of population, that these ideas were proclaimed in the legal acts no&t only of the Protestant conversed, but of the Catholic-faced imperial subjects also and later were issued at the level of the whole imperial Reichstag"s. The principles of the controls over paupers, finance expenses decentralization, the transfer of& the Charities functions from the Church to the local governments by the way of creation, control and auditing of the Common Funds have led to the focusing of the social aids grants on the local residents only, have reduced the migration"s processes &and, as a result, have deepened the German Nation Holy Roman Empire federalization.
