Первісна хвиля глобальної демократизації своїм корінням сягає Війни за незалежність США 1775-1783 рр. й Великої французької революції 1789-1799 рр., але поява демократичних інституцій (у сучасному розумінні концепту) є феноменом ХІХ-ХХ ст. Водночас світова політична історія знає й періоди приходу до влади постреволюційних авторитарних чи тоталітарних режимів. В статті подано компаративний аналіз як причин "хвиль відкоту" незалежної України від демократизації, так і особливостей її демократичного транзиту; з"ясовано чинники його уповільненості й недовершеності. Особливої уваги надано окресленню місця Революції гідності 2014 р. в подоланні кризи неспроможності суверенної України. Хоча євроатлантична інтеграція є найбільш надійним шляхом гарантування національної безпеки й суверенітету України, брак суспільного консенсусу й часу для кардинальних реформ та набуття відповідних критеріїв для вступу в НАТО і ЄС зумовлює для офіційного Києва доцільність налагодження асиметричного військово-політичного партнерства зі США.
Though the initial wave of global democratization rooted in the American War of Independence 1775-1783 (the American Revolution) and in the Great French Revolution 1789-1799, but the emergence of democracy institutions (in the modern se&nse of this concept) is a phenomenon of the nineteenth and twentieth centuries. However, political history knows other periods when a large group of countries were struck by the reverse processes associated with increased anti-democratic forces, defe&at of democracy and establishment of authoritarian or totalitarian regimes. National Revolution of 1917-1920 not only gave birth to the Ukrainian People"s Republic, but also made it into the first wave of global democratization as being organically w&oven into European and world liberation process generated by the First World War. The article presents a comparative analysis of the "reverse waves" causes from democratization of Ukraine as well as features of state"s democratic transit and factors &of its slowness and incompleteness. Approved that the model of society and the state which has developed in Ukraine after the proclamation of independence in 1991 - so-called oligarchic-lumpen by the Russian-Soviet model was far from optimal, and all&egedly benefits of the Ukrainian SSR economy were weaknesses for an independent state. Special attention was given to outlining of the Dignity Revolution 2014 role in overcoming of sovereign Ukraine inability crisis. But aggressive and defiant Russia&n behavior in the international arena has violated the sovereignty of Ukraine and its territorial integrity destroyed, ignored the basic rules and principles of international law and set architecture of European security and post-bipolar world order &before serious challenges not seen since the Cold War. Thus, the problem of Ukraine"s national security went beyond its national borders and become a regional and global dimension. Therefore, only receiving full membership in NATO and the European Un&ion (and exclusively in this order as experience shows of all EU members except Austria, Finland and Sweden) is the most effective way to strengthen national security of Ukraine. In this context the strategic partnership between Ukraine and the Unite&d States acquires the critical importance for security and success of political and economic reform in Ukraine, it undoubtedly useful also for the whole region of Central and Eastern Europe.
