In terms of deepening the competitive environment on the one hand, and growth areas in financial need, first of all investment and resources, on the other hand, significantly updated the problem of competitiveness. The latter, in turn, is the integrated result of the interaction of factors such as territorial (local) conditions, the system of institutional support, the economic structure and human resources. One quite effective mechanisms for ensuring a high level of competitiveness of territories reason, given the results of the implementation of international practice, there is a cluster development model. Its application usually provides the opportunity through balancing the interests of the cluster to provide the appropriate level of the objectives of business local community, economic structures and the area in general. Indicative in this case is the presence of a synergistic effect of the implementation of the clust&er model, the essence of which lies in its ability to provide integrated end- result, which significantly exceeds the simple sum of the results that may be achieved by the cluster actors alone.
