This article is focused on the theoretical foundations of evaluation the USA teachers" pedagogical competence; methodological foundations of its diagnosis which are found out; the determinations of theoretical and methodological foundations the teachers" pedagogical competence are formulated; the comparative analysis of evaluation the teachers" pedagogical competence in Ukraine and the USA is presented. It"s very important that research period from the Second Half of the 20-th century - the Beginningofthe 21-st is divided into three periods (parts). The first, called "critical and creative", from the fifties to the eighties of the last century focuses on the development of pedagogical tests of evaluation of teachers" professional work. The second, called "stability and settlement", from the eighties to the end of the 20th century highlights the development of pedagogical monitoring of evaluation of the teachers professional work. The final period, called "dynamics and advancements", from the endof the twentieth century to the first part of the twenty first century, that is to 2014, provides us with a view of the development of pedagogical standards of assessment of teachers" professional work. The particular interest and value is the comparative &analysis of the assessment of the professional work of lectures in institutions of higher education in both the U.S. and Ukraine. This provides a clear understanding of the differences and similarities between the two and the areas which might be ind&entified for strengthening or improving in either country. This is where one may gain insight by drawing on foreign experience to strengthen one"s own system. However, this information should not just replace domestic attributes and gains, which posi&tively affect enduring values and principles within the current system. Again, it is important to be open to new ideas, to use experience gained by the others in one"s field of endeavor, to multiply the opportunities for further growth and understand&ing There is a requirement of reforming the higher education, modernization the Institutions of Higher Learning, improvement the quality of educational services in connection with society development and that is a matter of studying the foreign exper&ience, for introduction the advanced newest technologies in education process and a successful development of education. It"s concerning especially those transformations of innovation branches which add weightiness to the Ukrainian diplomas of specia&lists to the world standards requirement in general.
Проаналізовано історичний розвиток оцінювання професійної діяльності викладачів у вищих навчальних закладах США; з"ясовано історичні періоди розвитку оцінювання, запропоновано назви цих періодів; &висвітлено критерії за якими визначено історичні періоди розвитку оцінювання; розглянуто стандарти педагогічної діяльності викладачів США, проаналізовано норми базових стандартів INTASC та охарактеризовано стандарти оцінювання якості педагогічної дія&льності викладачів у вищих навчальних закладах; акцентується увага на впровадженні досвіду США з оцінювання педагогічної компетентності викладачів у вищих навчальних закладах України; рекомендовано використовувати із зарубіжного досвіду все необхідне&, що підвищить якість навчального процесу і позитивно.
