Создание на базе вузов технопарков, бизнес-инкубаторов и малых инновационных предприятий (МИП) - одно из главных направлений форм встраивания вузов в региональные инновационные системы, значимый инструмент развития человеческого капитала. Хотя для развития инновационных структур вузов создаются институциональные условия, имеется множество нерешенных вопросов в данной сфере. На основе обобщения опыта создания бизнес-инкубаторов и МИП в регионах России и мнений экспертов, автором статьи предлагаются направления совершенствования регулирования деятельности инновационных структур вузов.
Establishing the hi-tech parks, business incubators and small innovative enterprises (SIE) on the basis of higher educational institutions is one of the main forms of their incorporation into the regional innovative systems and a significant tool of the human capital development. Though the institutional conditions for innovative structures of the higher education institutions are being provided, there are a lot of open questions in this sphere. Based on generalization of the experience of establishing business incubators and SIE in Russian regions, the author"s research and expert views, there are proposed the directions of improvement of the regulation of activity &of the innovative structures of the higher education institutions.
